In 2025, the Internal Revenue Service (IRS) issued $638B in tax refunds and processed returns for over 271 million Americans. To deploy technology that supports such massive operations and resonates with the people who interact with it, the agency needs to capture many different inputs and perspectives.
We are pleased to announce that Coforma has been awarded a six-month contract to do just that. Our team will lead research efforts to learn more about how to deliver better taxpayer services and improve the online account experience.
“Refunds and returns are numbers on a dashboard until you’re the person waiting on one,” says Coforma CEO Eduardo Ortiz. “Our job for the next six months is to sit with the people actually navigating their IRS accounts, and understand what really creates friction versus what looks like it does. We’ve done this work at IRS before, and the lesson holds: better access starts with listening.”
Coforma has been growing its expertise in federal tax technology and delivering products that help build taxpayer trust for years. We’re excited to continue partnering with the IRS as they provide world-class digital experiences for the American people.
