Together, we’ve taken on complex challenges to modernize public health systems and tools, advance transparency, improve accessibility, and ultimately, help people lead healthier lives.


CMS relies on data sets from state programs to support its work and maintain public transparency. We helped CMS modernize and unify four applications that collect data, known as the Medicaid Data Collection Tool (MDCT).
We also developed a new application, Money Follows the People (MFP), to improve program administration. These tools guided UX improvements for user data submission, enabled accurate and timely data reporting, and elevated the customer experience.

CMS’ Center for Consumer Information and Insurance Oversight (CCIIO) needed to assess and improve systems supporting No Surprises Act implementation. Leveraging human-centered design, research, and technical analysis, Team Coforma delivered clear, actionable recommendations across seven workstreams—helping improve UX for both the public accessing CMS forms and portals and government employees working to process data and deliver timely services.

CMS sought to improve the Medicare physician payment system—the Quality Payment Program (QPP), transforming it from a system centered around volume to one focused on value. Coforma collaborated with our prime partner, Agile Six, to develop a unified product strategy, visual identity, and seamless user experience across QPP products, informed by in-depth research and industry best practices.

CMS wanted to enhance the public’s customer experience on CMS.gov and help users understand and act on their new No Surprises Act protections. We helped transform complex legislation into a clear, accessible, compliant, bilingual website. Leaning on human-centered research and usability testing, Team Coforma designed tools that help people understand their rights, take action, and avoid unexpected medical bills.

Section 508 of the Rehabilitation Act requires federal agencies, such as CMS, to provide equal access to Information and Communication Technology (ICT) for employees with disabilities and members of the public. To ensure we meet the highest standard of these requirements, we prioritize accessibility in our design process and strive to build new applications with compliant components from the start.
